Director - Joanne Arizumi

Joanne Arizumi is a Senior Vice President and Corporate Banking Officer at First Hawaiian Bank with over 30 years of experience in the financial services industry. She has been involved with HCIC and captives for over 20 years and previously served on the HCIC board of directors.

Director - Susan Burchiel

Susan Burchiel, CPA – CFO for Sutter Insurance Services Corporation (SISCO) and Senior Director of Decision Support Finance at Sutter Health (Sutter).

Susan’s 18 years of experience at Sutter Health includes accounting and reporting for Sutter’s Self-Insured programs for medical malpractice, workers’ compensation, medical, wellness, and EAP. More recently, Susan is responsible for the insurance operations including oversight of the broker, underwriter, and actuarial relationships for Sutter Health.

Susan’s 18 years of experience at Sutter Health includes accounting and reporting for Sutter’s Self-Insured programs for medical malpractice, workers’ compensation, medical, wellness, and EAP. More recently, Susan is responsible for the insurance operations including oversight of the broker, underwriter, and actuarial relationships for Sutter Health. Susan is the CFO for Sutter’s captive, Sutter Insurance Services Corporation (SISCO) and Sutter’s Medicare Accountable Care Organization. In addition, Susan is responsible for the financial reporting for Sutter’s System reporting and 11 retirement plans. Her prior experience included several Fortune 500 Public companies and audit at PricewaterhouseCoopers.

Susan graduated from Sacramento State University with a bachelor’s degree in Business Administration with concentration in Accountancy. She is currently enrolled in a graduate program at Florida State University pursuing a degree in Master’s in Risk Management and Insurance.

Vice President/Director - Ward Ching

Ward Ching is Managing Director in Aon’s Global Risk Finance Practice. Ward is located in San Francisco and has been associated with HCIC since its inception. Ward is also Adjunct Faculty at the University of Southern California Marshall School of Business, Peter Arkley Institute for Risk Management located in Los Angeles, California.

Ward also works with the HCIC Forum and Website Committees.

Director - Martin King

Martin King is Vice President Corporate Risk Management (CRM) for Kaiser Permanente. Martin is responsible for developing the appropriate infrastructure, staffing, policies, procedures, metrics, and relationships to support Kaiser Permanente’s risk management across the organization. CRM maintains three captive subsidiaries which have combined assets of over $3 billion and form the foundation of Kaiser’s self-insurance programs and risk financing structures.

Martin King is Vice President Corporate Risk Management (CRM) for Kaiser Permanente. Martin holds a B.S. degree from UCLA and is a Member of the American Academy of Actuaries. He serves on the Board of the California Self-Insurers’ Security Fund (SISF), the Research Committee of the Workers’ Compensation Research Institute (WCRI), and served over twenty years on the Casualty Actuarial Society’s Program Planning Committee, developing the educational content for actuarial conferences. Martin serves in various lay minister and leadership roles for the US Catholic Church.

Director - Alan Matsui

Alan is a Partner in our KMH Assurance & Advisory Services Division and has more than 25 years of public accounting experience serving clients in various industries including not-for-profit, insurance, healthcare, hospitality, and employee benefit plans. Alan previously served as Vice President – Finance and Accounting with one of the largest insurance agencies in Hawai‘i and was a Senior Manager with KPMG LLP.

Director - Edwin Quan

Eddie Quan is Senior Vice President and director of institutional services in the Wealth Management division at Bank of Hawai‘i. He has nearly 20 years of experience in the financial services industry holding a variety of leadership roles, while servicing diverse institutional client segments including captive insurance companies. Eddie earned his bachelor’s degree in economics from the U.S. Military Academy at West Point and is a decorated combat veteran receiving a Bronze Star with Valor from the U.S. Army for heroic action. He is also a graduate of the Pacific Coast Banking School, is a 2024 Pacific Century Fellow, and holds a Certified Investment Management Analyst (CIMA) designation.

Chair/Director - Matthew Reece

Matt Reece is the Senior Executive Vice President, Chief Financial Officer, and Chief Administrative Officer of Webcor, a leading California general contractor. He is an integral member of Webcor’s board of directors and is responsible for Webcor’s financial health and growth. He’s accountable for the company’s administrative, financial, and risk management operations, including the continued development of financial and operational strategies and metrics and the ongoing development and monitoring of control systems designed to preserve company assets and report accurate financial results.

In addition to having ultimate responsibility for all of the financial functions at Webcor, Matt currently also provides high level leadership for Information Technology and Legal and has previously held reporting responsibility for Human Resources and Project Controls.

Matt has been an active member of HCIC for the past seven years and leads Webcor’s Paramount Insurance captive, which has been domiciled in Hawaii for 20 years. He has been a presenter at the last several HCIC Forums and presented on a panel at the 2022 Forum. He was also recently on a recorded panel led by Ward Ching to discuss cyber insurance that can be accessed from the HCIC website.

Matt has nearly 30 years of professional experience in finance, accounting, and leadership, the majority of which have been in the construction industry. He is a CPA, CCIFP, and holds a Bachelor of Business Administration in Accounting from Idaho State University.

Director - Tony Schmidt

Tony is the founder and President of Pacific Risk Solutions, LLC. He is a former Chief Captive Insurance Examiner for the State of Hawaii Insurance Division and is also a leading private sector captive insurance consultant. Pacific Risk Solutions is based in Honolulu, Hawaii and has an active client base in the feasibility, formation and management of captive insurance companies throughout the United States, Asia, Guam and Micronesia. The firm currently manages captives in Hawaii, Montana, and Nevada and is approved as a captive manager in Oregon.

President/Director - Paul Shimomoto

Paul is a partner in the Honolulu law firm of Goodsill Anderson Quinn & Stifel where he practices in the areas corporate and insurance regulatory law, with an emphasis in captive insurance. For nearly 25 years, he has represented clients in the area of corporate, captive insurance and insurance regulatory matters. His clients span the globe: from local Hawaii companies to publicly traded Fortune 500 and Global 500 companies from across the U.S., Japan and Europe.

Paul maintains the highest peer review rating of "AV Preeminent" by Martindale-Hubbell for legal expertise, communication skills and ethical standards, and he has been consistently recognized as a "Top Rated Lawyer" in Insurance Law by the American Lawyer and Corporate Counsel Magazines. In 2021, Paul was named “Captive Service Professional of the Year” at the Captive Review APAC Awards for his commitment to expanding the use and understanding of captive insurance for Japanese companies. Paul also received a “Highly Commended” award for top individual legal services provided to captives in the 2022 Captive International US Awards. And in 2023, Paul also was recognized as the Captive Service Professional of the Year at the 2023 US Captive Review Awards.

Paul is regularly featured as a speaker at some of the world’s most respected captive insurance conferences in the US, Europe and Japan, and he has had a hand in drafting many of the captive insurance laws and regulations that exist in Hawaii today.

Paul currently serves as the President, Chair of the Marketing Committee and Industry Liaison for the Hawaii Captive Insurance Council

Director - Matt Takamine

Matt brings extensive experience and commitment to the HCIC. Matt previously served two 6-year terms on the HCIC board of directors and has held positions with the HCIC as its board chair, president, VP, treasurer, forum committee chair, and has spoken at various HCIC forums, webinars, and the Tokyo seminar. Matt also serves as the HCIC’s government relations liaison.

Matt is executive managing director and captive operations leader Beecher Carlson’s captive practice. Matt is a CPA with over 20 years of experience working with captive insurance companies. Before joining Beecher Carlson, Matt was a senior manager with KPMG LLP. Throughout his career at KPMG, Matt specialized in working with captive insurance companies and insurance carriers, including some of the largest companies in the U.S. Matt has extensive experience with all aspects of captive operations, regulatory matters, and complex accounting & operational issues.

Matt previously served a 6-year term on the board of directors of the International Center for Captive Insurance Education (ICCIE), which is the first comprehensive captive insurance education program in North America, and one of the largest such programs worldwide.

Director - Anne Marie Towle

A veteran of the captive and global risk insurance industry, Anne Marie leads the Global Risk and Captive Solutions team at Hylant. She has over 30 years of experience with large, complex risk projects and has worked with captives and other alternative risk transfer vehicles in many key onshore and offshore domiciles. Anne Marie has advised organizations ranging from the Fortune 50 to large privately held companies through various aspects of evaluating their risk profile, risk purchasing, and risk retention strategies. Customized solutions are her specialty. She has worked with healthcare, construction, real estate, manufacturing, marine, oil and gas, and professional sports and entertainment industries to manage their total cost of risk.

Assistant Treasurer/Director - Eric Tsukamoto

Eric Tsukamoto is an Assurance Senior Manager at Accuity LLP, specializing in insurance and state and local government clients. He oversees Accuity’s captive insurance practice and has over 10 years of experience auditing captive insurance companies. Eric holds a CPA license from Hawaii and earned his Bachelor of Business Administration in Accounting from the University of Hawaii at Manoa.

Director - Yuta Yanachi

As Senior Account Manager, Yuta is responsible for managing a portfolio of captive clients and overseeing a team of colleagues that service captive clients in Hawaii. Prior to joining AIG in the U.S., Yuta was an underwriter at AIG Japan where he gained captive fronting experience while supporting Japanese clients. Having both captive management and fronting experiences, while knowing both Japanese and U.S. business cultures, Yuta has been involved in the industry development and operation of Japanese captives and become a bridge between captive colleagues in Japan and the U.S.

Vice Chair/Director - Elaine Ziemba

Elaine is currently the Vice President and Chief Risk Officer for the Stanford Medicine Enterprise. Additionally, Elaine is Executive Vice President of the Hawaii domiciled captive, Professional Exchange Assurance Company (PEAC) – serving the insurance needs of the Stanford Medicine Affiliated Physician Network.

With over 30 years of healthcare related operational, strategic, insurance, legal and risk expertise, Elaine continues to build on her foundational knowledge and experience to develop creative and practical solutions to the ever-changing insurance and healthcare landscape. Elaine holds BA degree from the University of Maryland, a Master’s degree in Healthcare Administration from The George Washington University and a JD from Golden Gate University.

Secretary - Christina Kamaka

Christina Kamaka joined Aon in 2003 and currently leads the Captive Insurance team in Hawaii. Prior to joining Aon, she was an audit manager at Ernst & Young LLP. Christina has served as HCIC’s past Vice President, Treasurer, Assistant Treasurer and is currently Director and Assistant Secretary.

Treasurer - Jill Miura

Jill is a Principal at KMH LLP. She chairs the HCIC Education Committee and the Annual Educational Forum.
